Highway Equipment Manager - Harrison County

Nature of Work

The Highway Equipment Manager, will report to the District Equipment Shop. This incumbent plans, directs and implements district-wide maintenance for the field covering the repair of all highways, equipment and vehicles while staying within the annual operating budget. Ensure compliance with Division of Highways (DOH) established schedules, policies and procedures as well as following all Federal guidelines. Supervises personnel district wide. Plans and schedules daily and weekly employee work assignments to ensure there is proper staffing to keep a steady workflow. Coordinates the transfer of equipment from one organization to another as well as working with the Equipment Division to schedule more labor-intensive repairs to equipment. Ensures maximum utilization of employees, equipment and materials. Attends safety meetings and management conferences. Plans and prepares annual Snow Removal Ice Control (SRIC) implementation to ensure all equipment is up to proper operating condition and there will be ample coverage of employees in the event of bad weather. Prepares annual budget and expenditure schedule. Supervises the procurement and inventory of parts and supplies from vendors as well as the central Equipment Division. Assists in the development of equipment specifications. Organizes and directs training programs pertinent to his staff. Reviews and signs payroll, purchase orders, work orders and accident reports. Interviews applicants for employment and conducts employee evaluations. May be required to travel throughout the district overseeing district mechanics. CDL is required.  Performs related work as required.

Pay Grade: 15

Typical Duties and Responsibilities

• Supervises mechanics, equipment operators, and other personnel in the repair, maintenance, and movement of vehicles and heavy equipment for use in the district and/or   state
• Ensures proper staffing needs are met through the monitoring of work schedules
• Estimates damages and coordinates the repair of equipment between maintenance units and central Equipment Division
• Supervises the disposal of shop waste in accordance with environmental protection standards
• Supervises the procurement and inventory of parts and supplies for the District from vendors and the central Equipment Division warehouse
• Makes recommendations for replacements
• Ensures the effective operation of the Equipment Management and the Preventive Maintenance Systems
• Assists in the development of equipment specifications and approves equipment maintenance/overhaul schedules
• Organizes and directs training programs
• Reviews and signs payrolls, purchase orders, work orders and accident reports
• Interviews applicants for employment, makes recommendation for hiring, and performs employee evaluations
• Confers with area equipment supervisors and/or mechanics on equipment related priorities, repairs and maintenance
• Travel may be required; therefore, a valid driver’s license may be required.

Required Skills and Knowledge

• Knowledge of the methods, tools and equipment used in the maintenance and repair of vehicles and highway maintenance equipment
• Knowledge of the Division of Highways Equipment Management and Preventive Maintenance Systems
• Ability to supervise the work of mechanics and operators in the maintenance and repair of vehicle and highway maintenance equipment
• Ability to diagnose equipment malfunctions and recommend corrective action
• Ability to supervise the purchasing and inventory of major equipment parts and supplies
• Ability to work effectively with others in resolving work related problems
• Ability to organize, direct, and present training programs

Required Education and Experience

REQUIRED TRAINING/EDUCATION 

  • High school diploma or the equivalent.

    REQUIRED EXPERIENCE

  • Eight (8) years of full-time or equivalent part-time paid experience in vehicle and equipment repair, or experience in heavy equipment parts management, or experience in purchasing, procurement, or inventory control or as an automotive service manager; three (3) years of which must have been in a general supervisory capacity.
  • Substitution: Successful completion of college coursework may be substituted for four (4) years of the required non-supervisory experience through an established formula.
  •           OR

  • Substitution: Associate’s degree from an accredited college or university may be substituted for two (2) years of the required non-supervisory experience.
  •           OR

  • Substitution: One (1) year of experience as a Highway Equipment Supervisor 1 may be substituted for the required supervisory experience.
