Manchin Welcomes WV National Guard Official To Infrastructure Security Hearing

Washington, DC – Today, U.S. Senator Joe Manchin (D-WV), Ranking Member of the Senate Energy and Natural Resources Committee, welcomed Major William J. Keber of the West Virginia National Guard Critical Infrastructure Protection Battalion as a witness at today’s cybersecurity hearing. The hearing also featured witnesses from the Federal Energy Regulatory Commission, U.S. Department of Energy, North American Electric Reliability Corporation and Schweitzer Engineering Laboratories, Inc. 

“This hearing is particularly timely because just a few weeks ago, our Director of National Intelligence, Dan Coats, publicly warned of two potential energy cybersecurity attack scenarios: a Russia cyber attack that would disrupt an electrical network for a few hours, and a Chinese cyber attack that would disrupt a natural gas pipeline for a few weeks. I cannot overstate how serious this threat is...energy cybersecurity is national security. Period,” Senator Manchin said in part. 

During the hearing, Senator Manchin questioned Major Keber about the role of the West Virginia National Guard plays with respect to critical infrastructure cybersecurity, emergency preparedness exercises, and workforce development.
