Highway Accountant/Auditor 2 – Harrison County

  Nature of Work

The Highway Accountant/Auditor 2 will report to the District Comptroller Office. Performs full-professional level accounting duties in general accounting and auditing, financial analysis, and/or statutory accounting. Prepares expense, revenue, and reconciliation reports. Analyzes complex accounting transactions and reports for compliance with accounting guidelines and procedures. Supervisor provides general direction as to what is to be accomplished, quantity and quality expected of work product, deadlines, and priorities. Incumbent will use independent judgment in the interpretation and adaptation of policies and guidelines. Incumbent must use technical policies and guidelines. Has the ability to make day-to-day decisions in the position, but work is reviewed and approved by a manager. Performs other related duties as required.

Typical Duties and Responsibilities

• Accumulates document evidence in support of audit adjustments, recommendations, and reports
• Prepares audit narrative reports and work papers to support audit adjustments and recommendations
• Reviews, balances, and reconciles accounting records
• Reviews, balances, and reconciles complex accounting records, making complex journal entries and adjusting entries
• Makes basic journal entries; posts accounting data to general ledger accounts; records adjusting or correcting entries to the general ledger; handles transferring and encumbering of funds
• Compiles and prepares data for routine accounting reports
• Maintains and reviews expenditure and budgetary control accounts, subsidiary and general ledgers, accounting journals, financial reports, batch reports, and other fiscal records
• Evaluates efficiency and effectiveness of various programs; analyzes detailed, complex financial records for completeness and accuracy to determine compliance with state and federal laws as well as with national accounting and auditing standards
• Maintains knowledge of current trends and developments in the field
• The work involves establishing criteria. Assessment of program effectiveness or investigating or analyzing a variety of unusual conditions, problems, or questions.
• Participates in formal classroom and on-the-job training to develop familiarity with state and federal rules, regulations, and laws, as well as auditing methods and procedures
• Travel may be required; therefore, a valid driver’s license may be required.

Required Skills and Knowledge

• Expert working knowledge of generally accepted professional accounting and auditing principles and practices
• Expert knowledge of the principles, practices, methods and techniques of governmental accounting and auditing
• Knowledge of database principles and/or computerized applications
• Skill in the use of a personal computer especially in the area of accounting spreadsheet applications
• Ability to use sound technical judgment in determining the accuracy and completeness of financial information obtained
• Ability to prepare accurate accounting entries and adjustments and perform mathematical computations accurately and quickly
• Ability to develop and prepare audit schedules and working papers for more complex detailed audits of a broader scope
• Ability to analyze and interpret complex and detailed accounting records
• Ability to communicate effectively, both verbally and in writing
• Ability to establish and maintain effective working relationships with others

Required Education and Experience

REQUIRED EDUCATION 
• Bachelor’s degree from a regionally accredited college or university with at least 24 semester hours in accounting.

REQUIRED EXPERIENCE 
• Two (2) years of full-time or equivalent part-time paid professional experience in accounting work.
• Substitutions: Master’s degree in accounting may substitute for the required experience.

OR
Certification or registration as a public accountant in West Virginia may be substituted for the required education and experience.

• Promotional Only: One (1) year of full-time or equivalent part-time paid experience as an Accountant 1.
