Manchin Applauds $178 Million Investment in West Virginia's Allegany Ballistics Laboratory

Washington, DC – Today, U.S. Senator Joe Manchin (D-WV) applauded the $178,000,000 investment from Naval Sea Systems Command (NAVSEA) for Northrop Grumman Corporation to expand the Naval Industrial Reserve Ordnance Plant at the Allegany Ballistics Laboratory (ABL) in West Virginia. This investment will expand the site’s capacity through the construction of a new modular energetics facility.

“This announcement is great news and continued evidence of ABL’s critical importance in advancing our national security capabilities,” said Senator Manchin. “ABL is one of only two sites in the entire country that can produce rocket motor energetics and the only one that is a public-private partnership. This taxpayer-owned facility is building the missiles that keep our forces safe and that are being used to great effect by our allies fighting for democracy in Ukraine. This $178 million contract will further expand the facility’s advanced manufacturing operations and double its production to ensure our warfighters have the advanced equipment they need to complete their missions. I’ve been proud to host multiple Department of Defense officials at this facility, and I will continue to highlight the unique role it plays in our nation’s defense system while maximizing taxpayer investment.”

The NAVSEA funding provides ABL the ability to expand its capacity, which is increasingly critical to national defense as the defense industry experiences a surge in demand for energetic capabilities in response to worldwide events. Further, the expansion will enable the facility to greatly increase the output of critical energetic materials needed to replenish stockpiles that support the U.S. and its allies. Northrop Grumman employs more than 1,600 people in West Virginia.
